
David Biggs Selected as City Manager of Hercules
The City of Hercules has tapped former Carson City Manager David Biggs as the city’s top administrator. Biggs was chosen from a list of 49 candidates following an extensive recruitment process.
Biggs has a wealth of public sector experience, having served in several high-level administrative posts in both Southern California and Australia. He began his career with Santa Ana’s redevelopment agency in 1980 and later served as Downtown Development Project Manager for the City of Long Beach. He has also worked with the industrial development agency of South Australia.
Before coming to Carson, Biggs served as city manager for the City of Tustin. He had previously worked for the cities of Redondo Beach, Huntington Beach, and Morgan Hill. Biggs’ career has not been without its share of tumult, however. In June of 2013, he was terminated by the Carson City Council. Biggs was also terminated from his job in Tustin in 2011.
"At first glance, his 'rough spells' at the cities of Tustin and Carson caused me some concern," Mayor Myrna de Vera admitted, "but upon closer look at the facts, I learned to respect him even more.” Both de Vera and Hercules City Council Member Dan Romero suggested Biggs was terminated because of a refusal to compromise his ethics and capitulate to corruption. Biggs, for his part, has said his work in both cities was mired by political dysfunction.
Biggs is expected to start June 30 at an annual salary of $220,000 plus benefits. He is replacing Steve Duran who is now serving as city manager in Antioch.
Hercules officials were dismayed When Duran announced his departure in December, with Council Member Romero saying “it couldn’t have come at a worse time.” With Biggs now on board, however, the council is singing a different tune.
"Hercules has turned the corner and has an exciting future," boasted Vice Mayor Sherry McCoy.
