Orinda Hires Hercules City Manager David Biggs

Hercules City Manager David Biggs has landed the chief manager’s role in another Contra Costa County city. The Orinda City Council hired Biggs after a nationwide recruitment effort. He starts in April.

Biggs is replacing Steve Salomon, who has retired.

Biggs has a wealth of public sector experience, having served in several high-level administrative posts in both Southern California and Australia. He began his career with Santa Ana’s redevelopment agency in 1980 and later served as Downtown Development Project Manager for the City of Long Beach. He has also worked with the industrial development agency of South Australia.

Before coming to Hercules, Biggs served as city manager for Tustin, Carson, and Morgan Hill. He has also worked for the cities of Redondo Beach and Huntington Beach. 

Biggs will earn an annual salary of $243,000 plus benefits.
