
The City of Manteca has hired a new finance director. Shay Narayan, who currently serves as budget manager for Elk Grove, is set to start on Monday, Sept. 11.
Narayan began his career as a budget analyst with the U.S. Forest Service in 2008. He later worked at the U.S. Department of Energy and as a policy analyst in Portland, Oregon. He has been with Elk Grove for the past nine and a half years, having served as a senior budget analyst, interim director of finance, and budget manager. He has also served as Finance Director/Treasurer for the Municipal Management Association of Northern California (MMANC).
Narayan has a challenging task ahead. Manteca has faced criticism for lax record-keeping and poor fiscal management for years. A 2021 civil grand jury report described the city’s administration as “dysfunctional.” Manteca has not filed audited financial statements since March 2022.
