The City of Thousand Oaks is seeking a strategic and politically savvy Deputy Director with excellent organizational and communication skills. The ideal candidate will be service minded, with a customer service approach and a collaborative mindset. We seek a self-starter with strong conceptualizations skills, with the ability to problem solve and make effective decisions. The incoming Deputy Director will be willing to roll up their sleeves and help the Community Development Department accomplish its goals and will have the ability to continually develop the staff they lead while assuring the City’s aggressive land use program is timely processed. Bringing a strong understanding of and experience in community development, the ideal candidate will exhibit a sophisticated leadership style that establishes the trust of the department, City, community, colleagues, and a variety of stakeholders.  
The Deputy Community Development Director will assist in integrating the City’s vision, goals, and talent focus with the organizational strategy of the Community Development Department; devising, directing, planning and organizing Community Development land use and building services, programs, and operations; developing and implementing policy; crafting and accomplishing department and City objectives, goals, and performance metrics within guidelines established by the City Council and City Manager; overseeing and coordinating the work of  employees and selecting, supervising, training, and evaluating Division staff; managing department-wide process improvement initiatives and performing other related duties as assigned. The Deputy Community Development Director must exercise a high degree of judgment and discretion along with political acumen and an understanding of the needs of the business community as well as City land use regulations.  The Deputy Community Development Director will successfully manage multiple projects, concurrent projects, and projects with strict deadlines, while facing frequent interruptions as well as public and stakeholder pressure. An adept relationship builder, the successful candidate will bring reliability, accessibility, outstanding character, and integrity.  
This professional will have the ability to improve organizational and individual performance and enhance the Department’s capacity for innovation. The Deputy Director will exercise sound judgement within general policy guidelines and will prepare and administer large and complex budgets. They will participate in the development and administration of division goals, objectives, and procedures and evaluate new service delivery methods and techniques. The ideal candidate will bring a breadth of knowledge of arithmetical computations and will have the ability to compute problems rapidly. The Deputy Director’s other duties include but are not limited to: 
  • Develop, implement, and monitor long-term plans, goals, and objectives focused on achieving the Department’s mission and priorities.  
  • Select, train, motivate, and evaluate assigned personnel. 
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures. 
  • Participate in the development of the Department’s annual budget and forecast funds needed for the Division’s staffing, equipment, materials, and supplies. 
  • Evaluate new construction products, research technical reports, and develop acceptance criteria for the use of products. 
  • Maintain current knowledge of practices, rules, and regulations relating to plan review and attend and participate in professional group meetings and development activities. 
  • Perform other related duties as necessary.

Ideal Candidate
The successful candidate must possess: 
  • A Bachelor’s degree from an accredited college or university with major course work in public or business administration, engineering, architecture, urban planning or a related field. A Master’s degree is highly desirable. Certification by the American Institute of Certified Planners (AICP) is desirable. 
  • Seven years of increasingly relevant, responsible, progressive, comprehensive experience. Related work experience includes urban planning, economic development, environmental analysis, building inspection, plan review, code compliance, housing and permit processing services, including five years of management/supervisory responsibility. 
  • Knowledge of, and experience with, development of mixed-use projects, e-planning and e-permitting are desirable.
  • Possession of, or the ability to obtain, a Class C California driver’s license is required.
