Job Description
The City of South San Francisco is a General Law city with a population of 66,185 residents that grows to 110,000 during business hours. South San Francisco is strategically located on the west shore of the San Francisco Bay, in northern San Mateo County, 10 miles south of San Francisco. This City is also located along the Bay Area's main transportation routes, including 101, 280, Caltrain, BART, San Francisco Bay Ferry, and the San Francisco International Airport. South San Francisco is a full-service city with 12 City Departments including Police; Fire; Parks and Recreation; Public Works; Economic and Community Development; City Attorney; Library; Finance; Information Technology; Human Resources; City Clerk; and Office of the City Manager. The City has a Council-City Manager form of government with more than 460 full-time regular employees and 300 part-time hourly employees. THE DEPARTMENT:
The Human Resources Department is a full-service department serving as a strategic partner supporting departments to make the City of South San Francisco an employer of choice by attracting, sustaining, and inspiring excellence in people with great passion to serve this community. In the 2022-2023 budget year, the department increased staffing to a total of 10 FTE in order to enhance our programs and services to employees and the community, including expanding the City’s Youth Summer Internship Program, leadership training and succession planning, employee engagement, diversity, equity, and inclusion, and more.

THE POSITION:
The City of South San Francisco is seeking an experienced, skilled, and motivated Human Resources Manager with a combination of strong leadership and communication skills, political acumen, and creative thinking as their next Human Resources Manager. The Human Resources Manager is a newly budgeted full-time position (2022-23 budget plan). The position is one of two Human Resources Managers. This position will provide complex professional human resources assistance to the Director of Human Resources, with a primary role of advising and training managers on employee relations best practices. The Human Resources Manager will also assist in resolving employee grievances, attends meetings with employee and labor organizations, and serve as part of the City’s bargaining team during labor negotiations. In addition, the Human Resources Manager will provide direction and leadership to a team of three direct reports, and oversee training and workforce development, recruitment and selection, and classification administration. The ideal candidate will have a proven track record of working collaboratively within a labor-management partnership to identify and resolve issues and promote a positive workplace. They will be a skilled project manager and team leader with a passion for employee development and engagement. The ideal candidate will have a strong foundation in State and Federal labor and employment laws, particularly as applied to California local government agencies, and the ability to work with employees at all levels with sensitivity, diplomacy, and compassion. They will also be a strategic and creative thinker with the ability to pursue new projects and programs from vision to implementation.

QUALIFICATIONS
Experience: Five years of progressively more responsible professional experience in human resources and employee relations, preferably in a local government setting, and including two years’ experience in a senior, lead, supervisory or managerial capacity.
Training: A bachelor’s degree from an accredited college or university with major coursework in business or public administration, human resources, psychology, organizational development, industrial relations, or a related field.
Licenses and Certificates: Possession of, or ability to obtain, a valid, appropriate California driver’s license and a satisfactory driving record.

COMPENSATION 

Salary: $130,062- $158,080 annually

Retirement: CalPERS retirement formula is 2% at age 60 for Classic members or; 2% at age 62 for “new members” as defined by Government Code §7522.04(e). Social Security and Medicare participation and option to participate in 457 deferred compensation plans. City contributes equivalent of 1.5% of base pay towards a medical after-retirement account, with a $100/month employee contribution.

Health Insurance: City offers a choice of medical HMO (two providers) or PPO plan, and offers vision and dental coverage. City pays 100% of vision and dental premiums for employee and eligible dependents. Employees shall contribute 10% of the HMO premium cost based on category of coverage (single, two, family). 

Vacation: Fifteen to thirty working days annual vacation, based on the length of service, plus 40-80 hours management administrative leave

Holidays: Fourteen paid holidays per year, including two half-days and one floating holiday.
