ABOUT THE DEPARTMENT
The Finance Department has primary responsibility for managing the City’s financial operations, including the Revenue Unit (Accounts Receivable and Business License/Cash Receipts), Finance and Budget (Budget, Accounts Payable and Purchasing, and Payroll) and Treasury (City Investments, Bond Financing and Assessment District Financial Management). Employment is provided through a JPA, the Management of Emeryville Services Authority (MESA), which provides professional managerial, operational, and support services to the City of Emeryville. This position will be flexibly staffed with either an Accounting Manager or an Accounting Supervisor depending on qualifications and experience.
ABOUT THE POSITION
The Accounting Manager is an integral part of a professional, collaborative team that provides finance services to the City. The incumbent will provide the full range of professional and financial duties and will have the opportunity to be involved in various projects which include the annual audit; revenue and expenditure projections; preparation of the operating budget and capital budget; development of the Comprehensive Annual Financial Report (CAFR); preparation of the master fee schedule; and staff training and development. The successful candidate will assist the Finance Director, and with accepted accounting principles and procedures, manage the City Financial activities, supervise the operations, systems and programs in such areas as general accounting, accounts receivable, accounts payable and business license and revenue collection. The position may also provide oversight of general accounting functions such as general ledger, cash and treasury management, payroll, debt administration and grants management.
Other duties may include ensuring that accounting, budget and audit controls and systems are in compliance with State, Federal, and local rules and regulations; compiling information for and coordinating the preparation of the City Budget document; supervising investment and cash management programs for the City; and providing information concerning City financial policy and procedures to City employees and other public agencies and the public.
The Accounting Supervisor plans, organizes, assigns, directs, reviews, and participates in all financial functions of the City and the Emeryville Successor Agency. Responsibilities include developing and implementing procedures for the accounting and expenditure of City or Agency funds, directing the preparation of mandated reports, and training and supervising staff. Tasks involve simple to complex governmental accounting and reporting.
THE IDEAL CANDIDATE
The ideal candidate for this position must possess a professional history that demonstrates the following:
Knowledge of principles and practices of general municipal government accounting and financial reporting, including Redevelopment/Successor Agency accounting;
Ability to exercise the principles and practices of supervision, training, and performance valuation;
Knowledge of principles and practices of financial administration including budgeting, revenue collection and financial reporting;
Ability to use financial and accounting software, computer systems, software, and equipment;
Knowledge of laws regulating public finance and ability to interpret and explain department and City policies;
Ability to assist and train users on automated accounting/financial systems;
Ability to prepare varied financial statements, budgets, reports, and analyses;
Ability to communicate effectively both verbally and in writing.
EDUCATION AND EXPERIENCE
This examination is open to persons who have a combination of education and experience that would reflect possession of the required knowledge, skills, and abilities for the position. A typical combination would include: a Bachelor’s degree from an accredited college or university with major coursework in accounting, finance, business administration, or public administration PLUS Three (3) years of progressively responsible experience in accounting and/or financial analysis, including one year in a lead or supervisory capacity over technical, professional, and/or clerical accounting staff.
Must also possess a valid California Driver’s License with a satisfactory driving record or demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.
COMPENSATION AND BENEFITS
Retirement: New Members CalPERS 2% @ 62 retirement plan (based on highest average of three consecutive years) or Classic Members 2% @ 60 (based on highest average of three consecutive years). The employee picks up the full 7% employee contribution for classic plan and 6.5% for PEPRA. The agency does not participate in Social Security.
Vacation: Employee accrues ten (10) working days per year. Maximum accrual of 2x annual accrual rate.
Administrative Leave: At the City Manager’s discretion, ten (10) days for manager, and seven (7) for supervisor.
Holidays: Fourteen (14) paid holidays per year (inclusive of three (3) floating holidays).
Sick Leave: Fifteen (15) days per year, with unlimited accumulation.
Health & Welfare: Medical, dental, and vision care coverages paid by the agency (to a capped amount) for the employee and eligible dependents.
Misc. Benefits: City provides life/AD&D, long-term disability (LTD), and employee assistance program benefits.
THE PROBATIONARY PERIOD
The probationary period for new employees is twelve (12) months which may be extended by an additional three (3) months. This position is represented by the Emeryville Association of Confidential, Administrative, Managerial, and Professional Employees (CAMP).
THE SELECTION PROCESS
Stage I: Application and Supplemental Questionnaire (Pass/Fail) – The first stage in the selection process will consist of an application and supplemental questionnaire appraisal review (pass/fail). Applications submitted without a completed supplemental questionnaire will not be given further consideration. Meeting the minimum qualifications does not guarantee advancement to the next stage. Only the most suitably qualified candidates will be invited to Stage II.
Stage II: Assessment Examination (Weighted 100%) – The second stage of the selection process may consist of a combination of job-related situational project exercises and an oral panel interview designed to assess technical knowledge and any additional KSAs. Job-related situational project exercises may consist of written exercises, performance exercises or other situational exercises that would assess the KSAs. The Assessment Examination is designed to test the applicant's overall aptitude for the position.
Candidates must achieve a scale score of 70 or more on this examination to be placed on the hiring list for employment consideration. The City of Emeryville reserves the right to modify the selection process, as necessary, to conform to administrative or business necessity.
