Under general supervision, inspects routine and complex structures, including repairs, alterations and building systems at various stages of construction for compliance with the building, plumbing, electrical and mechanical codes and California State energy and accessibility laws. Investigates existing buildings for compliance with housing code and general land use standards. Reads and interprets building plans and specifications. Accepts applications and processes plans at the public counter as necessary.
This position is flexibly staffed and the position may be filled at either level depending on the qualifications of the incumbent and the staffing needs of the City.

Duties may include, but are not limited to, the following:
Makes field inspections of industrial, commercial and residential buildings during various stages of construction, repair and remodeling to assure compliance with applicable codes and regulations of the City, County, State and Federal agencies. Makes field review of plans and specifications; assures proper and safe installation of routine and complex building systems.
Conducts installation, building and maintenance inspections of mobile home parks. Evaluates structures damaged by natural disasters (fire, earthquakes, flooding) to ascertain stability and safety hazards.
Coordinates inspection activities with other city departments, providing technical advice when necessary. Investigates complaints related to building code violations and enforces regulations. Assists in conducting zoning, general land use and code enforcement inspection work as assigned.
Confers with architects, contractors, builders and the general public in the field and office. Explains and interprets requirements and restrictions, coordinating compliance actions as necessary. Accepts permit applications and processes plans, assists in the checking of building plans, issues permits and provides information and guidance to the public at the Inspection Services counter.
Keeps records and prepares clear and concise correction notices and correspondence related to field inspections. Provides training and instruction on City codes as assigned. Assists in preparing community promotions and public information related to assigned program.
Performs related duties as assigned.
License: Depending on assignment, possession of a valid California Class C driver's license may be required.
Building Inspector: must obtain a Building Inspector Certificate, from the International Conference of Building Officials (ICBO) or International Code Council (ICC), within one year of appointment.
Senior Building Inspector must possess a Building Inspector Certificate at time of appointment AND obtain a Combination Residential Inspector Certificate, or separate building, plumbing, mechanical and electrical certificates, from the ICBO or ICC, within one year of appointment.
A combination of education, training and experience equivalent to completion of high school and three years of experience in the building construction or inspection fields, providing knowledge of carpentry, electrical installations, plumbing, and other related building trades are required.
In addition, Senior Building Inspector requires 18 months of experience equivalent to that of a Building Inspector with the City of Ventura, or three years of journey-level building inspection experience.
