Job Description

The City of Santa Paula, California (population 31,145) is situated in the rich agricultural Santa Clara River Valley and is the geographical center of Ventura County. Referred to as the “Citrus Capital of the World,” the City is surrounded by orange, lemon, and avocado groves, as well as rolling hills and rugged mountain peaks. The community has a quaint, small-town feel, ideal climate, and reasonable priced housing. Santa Paula maintains its own identity and is in close proximity to many tourist, recreational, and cultural activities that abound in Southern California. Santa Paula loves its special events each year where locals and visitors alike get to sample a taste of good living. Events include "Free First Sunday" at the Santa Paula Airport and Art Museum throughout the year, "Cruise Nights" on Main Street each first Friday night on Main Street April through October, featuring pre-1975 classic cars, music concerts, “Ghost Walks” reliving spooky parts of Santa Paula's past each October weekend, an annual Labor Day Parade, and the Santa Paula Holiday Parade to name a few.


Under general direction from the City Manager, the Chief of Police provides administrative direction to plan, manage, and oversee the functions and operations of the Santa Paula Police Department including law enforcement, crime prevention, and administrative support services and activities. This is the Police Department’s top executive management position and will oversee 31 sworn officers and 16 non-sworn staff. The City of Santa Paula is seeking an innovative and experienced law enforcement professional, with a commitment to an active model of community policing to serve as its next Police Chief. The new Chief will be an inspirational leader and experienced executive who will significantly engage with all parts of the Santa Paula community, earning the respect of not only sworn and civilian personnel but who will also inspire confidence and trust from the community.


The annual salary range for the incoming Chief of Police is $147,368–$179,171.20 and is dependent upon qualifications. Note: 4% cost of living adjustment will be effective July 1, 2024. The salary range for FY 2024-2025 increases to $153,275.20 - $186,347.20.
