Nestled against the San Bernardino Mountains, Fontana is a modern city that offers its residents and visitors a wealth of community activities, combined with a thriving local economy and central and easy access to major business centers. Fontana is a very dynamic City that has roots in the steel industry and is comprised of a unique blend of both residential and industrial uses. It is a general-law city that is governed by a five-member City Council, including the Mayor, under the Council-Manager form of government. The City Manager is responsible for carrying out policies and ordinances that are adopted by the City Council, overseeing the day-to-day operations of the government, and appointing department heads. The City of Fontana is organized into various departments such as the Office of the City Clerk, the Community Development Department, the Community Services Department, the Engineering Department, Housing & Economic Development, the Human Resources Department, the Information Technology (IT) Department, the Management Services Department, and the Public Works Department.
THE POSITION: The City of Fontana is seeking a dynamic and highly effective leader to take charge of this rapidly growing and financially stable City. The incumbent will work closely with the Mayor, City Council and committed city staff with providing managerial and complex support serving as a liaison between the City of Fontana and other cities. The role will require an experienced executive with a proven track record of working with local, state and federal agencies; able to effectively work with elected officials, employees, community members and relationship building; a strong background in economic development; strength in budget, finance and administration; and able to help take the City to the next level. The City Manager must be a passionate public servant whom embodies and models the highest level of honesty, integrity, ethics and inclusiveness.
THE IDEAL CANDIDATE: The ideal City Manager will have a proven record with creating an environment of collaboration, a high level of organizational leadership experience, a strong generalist background in City services, effective interpersonal skills and high emotional intelligence. The ideal candidate must be able to oversee the development of the annual City budget, implementation of City-wide goals and objectives, negotiate contracts and solutions on a variety of administrative, fiscal and special projects, participate on a variety of boards and commissions and establish the City’s position on State and Federal legislation which may impact the City.

The City Manager must be a creative and progressive leader who serves as a role model for the organization and the community. Key to this role will be a leadership style that drives action, encourages sound communication throughout the organization and builds a strong team-oriented culture throughout the City.  Internally, an open and active communication and relationship building style will be imperative.
EXPERIENCE, EDUCATION AND TRAINING: This position requires a minimum of five (5) years of increasingly responsible experience in a local public agency in an administrative and managerial capacity involving responsibility in planning, organization, implementation, and supervision. Any combination of education, experience and certification equivalent to a Bachelor’s degree from an accredited university or college in Public or Business Administration or a closely related field is required. A Master’s degree is highly desirable. 

The ideal candidate will have a mix of public sector experience at the supervisory/managerial level with an emphasis on working in the State of California within the Southern Region is preferred.
