The City of Visalia is seeking a creative, strategic leader with extensive knowledge of local government to serve as its new City Manager. Visalia, with a population of over 138,000, is a full-service Charter city that employs over 600 full-time employees in eight City departments. The City Manager’s executive team includes an Assistant City Manager, and department heads for Fire, Police, Finance and Technology, Community Development, Community Services, General Services, and Public Works. The City Attorney function is contracted. The City operates under the Council-Manager form of government with a five-member City Council elected by district.
As the County seat, principal retail center in the region, and home to several large industrial employers, Visalia has a diverse and robust economy. Visalia has enjoyed a strong financial history and the continued overall financial health is positive. The City operates on a biennial budget cycle with a total 2021/2022 budget of $234 million that includes a General Fund budget of $73.9 million. The General Fund ended last fiscal year with a surplus of $6.8 million and is projected to end this fiscal year with a $5.4 million dollar surplus. Visalia has achieved and maintained an emergency reserve equal to 25% of General Fund expenditures for the last 6 years. Visalia has also been effective and efficient in its community planning, which has led to an active, vibrant, and heavily visited downtown, a strong retail/commercial corridor and a thriving industrial area. The City’s industrial park continued to expand at a remarkable rate despite the pandemic and economic uncertainties, including a new UPS shipping hub and an Amazon distribution facility.
Visalia offers small town charm with metropolitan amenities with a world class health care system, a flourishing arts community, local theatre companies, a downtown convention center, and numerous fine dining establishments. Visalia is a thriving community that offers some of the most affordable housing in California and the typical commute time is less than 20 minutes. Located in the heart of California’s San Joaquin Valley, Visalia offers the best location in CA to experience all the natural wonders of the state from an affordable and accessible central location.
The key priorities for the incoming City Manager include issues related to quality of life and continued economic development. The desire is to maintain economic vibrancy through continued focus on effective land use decisions, maintaining a strong city infrastructure, and providing economic development opportunities in a business and development friendly manner. The challenges of homelessness must also be progressively managed. Organizationally, succession planning requires some attention to plan for our future.
