THE DEPARTMENT
The Community Development Department is focused on enhancing the quality of life in the community. The Community Development Director plans, supervises, and reviews the functions, programs, and projects of the Planning, Building & Safety, and Economic Development and Housing divisions, while overseeing a $3.6 million budget and 21 full and part-time employees. As an integral member of the executive management team, the Community Development Director also provides highly responsible and complex administrative support to the City Manager and City Council.

THE POSITION
Under the direction of the City Manager, the Community Development Director organizes, plans, coordinates, and directs planning, zoning, development, environmental review, building inspection, and economic development activities of the City; represents the City in negotiations related to land use and development and develops and implements business development and affordable housing programs; supervises and participates in the City’s real estate and property management activities; and performs related duties, as assigned.

Essential job functions include, but are not limited to, the following:

Develop and implement the planning, zoning, development and environmental review, and building inspection programs’ goals, objectives, policies, and priorities.
Prepare agenda items for the City Council, Planning Commission and other committees, commissions and boards involved in land use, development, building inspection and planning activities.
Serve as technical advisor to the Planning Commission, City Council, City Manager, other City departments, and civic groups on planning, zoning and related matters; interpret ordinances and regulations as they apply to applications.     
Serve as the Environmental Officer of the City; develop, administer and enforce the City’s environmental impact review procedures.
Represent the City in development and land use matters, economic development, business development, and affordable housing matters and participate in numerous public meetings.
Confer with developers and businesses and maintain liaisons with same.
Personally, perform complex, technical and sensitive development work, including preparing plans and specifications for development projects.
Research complex development and planning problems and prepare a variety of comprehensive reports.
Recommend and oversee the use of consultants and outside professional services.
Supervise the preparation and administration of the department budget.
Oversee the use and maintenance of City property and real estate.
Develop new sources of funding; prepare and submit applications for a variety of grants.
Supervise, train, and evaluate assigned staff.

THE IDEAL CANDIDATE
The City of Brea is seeking a Community Development Director who is a committed, customer service oriented, and strong leader who can represent the department with integrity and honesty. The ideal candidate will have the ability to establish and maintain excellent working relationships based on leadership rather than authority; develop, implement, and direct a variety of concurrent planning, development, building, and economic development/housing improvement programs. The incoming Director will be looked upon to deal effectively with advisory boards and commissions and other elected public officials. Candidates should be able to establish and maintain cooperative working relationships with City officials, other governmental agencies, and the general public. Individuals who understand the political climate and work effectively within it are sought.

The City is seeking a Community Development Director who thrives in a position that requires great attention to detail, communicates effectively, is approachable, forward-thinking, and collaborative. There is a strong need for a Director who can improve organizational and individual performance and enhance capacity for innovation. The ideal candidate will possess strong communication skills, both verbally and in writing, with the ability to prepare clear and concise reports, correspondence, and other materials.

The incoming Director will be expected to have knowledge of principles and practices of comprehensive urban planning; principles and practices of economics and statistics; research methods and sources of information related to urban growth and development; statutes relating to general plans, environmental matters, zoning, and land divisions; relevant Federal and State laws, regulations, and procedures concerning community development, affordable housing and rehabilitation; principles, practices and methods of public administration, including budgeting, purchasing, real estate, property management, and personnel management; financial procedures and regulations and laws pertaining to real estate, loan management, property improvements, and bonding procedures; grant development methods and techniques; and recent developments, current literature and informational sources in the field of development and economic development administration and programming, business attraction and retention.

Candidates must possess the equivalent to a bachelor’s degree in urban or regional planning or a related field considered useful in City Planning; a master’s degree is highly desirable. A typical qualifying background would have eight (8) years of progressively responsible experience in urban and environmental planning, and responsible experience in the administration of local government development or rehabilitation programs, including five (5) years’ experience in a supervisory capacity. In addition, experience in affordable housing and building and safety division operations is highly desirable. 

THE COMPENSATION
The compensation for Community Development Director is $167,230 - $197,067 annually (pending City Council approval of salary), with the potential of an annual performance award.  Salary is dependent on qualifications and experience.

In addition to salary, the City offers an outstanding benefits package that includes:

Flexible Benefits Program – $1,600 per month. Benefit options include CalPERS medical, dental, optional life insurance, optical insurance, short-term disability, accident and critical illness, and pet insurance. 
Retirement – Membership in the California Public Employees’ Retirement System (CalPERS). Classic CalPERS members will be enrolled in the 2% @ 55 retirement formula and pay the employee’s 7% share. New CalPERS members, or returning CalPERS members with a break in service greater than six months, will be enrolled in the 2% @ 62 retirement formula and will be required to pay 50% of the normal CalPERS cost (currently 6.25%). The City does not participate in Social Security; however, employees pay the cost to participate in Medicare.
Vehicle allowance – $400 per month.
Education or Technology Reimbursement – $2,500 available per year. Work Schedule – 9/80 alternative work schedule.
Vacation – 120 hours in the first year, 140 hours after seven years (progressing up to 200 hours after 19 years).
Administrative Leave – 44 hours of paid administrative leave per fiscal year. Holidays – 12 holidays per year.
Long Term Disability Plan – two years’ worth of salary in term life insurance; a no-cost long-term disability plan.
Wellness Program – reimbursement for an annual wellness program of up to $1,000 per year.
Deferred Compensation Plans (including 457 or 401a) or Retirement Medical Savings Account –2.5% of salary contribution to the individual’s choice of accounts.

THE SELECTION PROCESS

Phase One - Application Review: The first phase of the selection process shall be a detailed review and appraisal of each candidate's application and resume. 

Phase Two – Oral Appraisal Interview: Those candidates determined to be most qualified on the basis of education and experience, as submitted, may be invited to participate in the second phase, the oral appraisal interview.  Candidates achieving a passing score of 70% on this phase will be placed on the Employment Eligibility List for Community Development Director. Eligibility Lists are generally valid for a one-year period.  Appointments to the position will be made from the Eligibility List.

Prospective candidates must successfully complete a thorough background review. Upon a contingent offer of employment, prospective candidates must successfully complete a medical examination and provide proof of legal work status.
