The City of Huntington Beach is located in northwestern Orange County, 35 miles southeast of Los Angeles and 90 miles northwest of San Diego. With a population of about 202,265 residents, Huntington Beach is the fourth largest city in Orange County and the 24th largest city in California. Known as “Surf City,” Huntington Beach features nearly 8.5 miles of spectacular beaches and one of the largest recreational piers in the world. The City is home to a thriving beach community and is consistently named as one of the top ten beaches in California. The City hosts an annual visitor population of over 11 million people, featuring numerous large-scale special events, surf competitions, and festivals. Even with its swell of summer visitors, Huntington Beach has been listed for decades as among the FBI's safest cities in the nation. While Huntington Beach is no stranger to front-page news, it’s really what’s happening behind the scenes that makes the City a fantastic place to live, work, and visit. Huntington Beach has emerged as a regional leader in the development of innovative services, like the City’s Project HOPE mobile crisis response program, increasing beach access by rolling out ADA accessible Mobi-Mats, and standing up a homeless navigation center.

City Manager’s Office
The City Manager’s Office provides professional leadership in the management of the City and is responsible for the coordination of all municipal programs and the executive supervision of all City departments and agencies. Working in a collaborative environment with a team-based approach, the City Manager implements the vision of the City Council. The City Manager assists the members of the City Council in formulating policies and responds to City Council issues and concerns, either directly or through various City staff members, to recommend options and potential solutions. In addition to managing the administrative functions of the City, the City Manager ensures the effective coordination and implementation of public policies, programs, and initiatives by utilizing the talents of ten City departments. The City Manager’s Office consists of Administration, Public Information, and City Council Support.

The Position
The Council Policy Analyst is a new position where the selected candidate will have the ability to work with City leadership to shape policies that will have lasting, positive impacts within our community. This position will be at the forefront of difficult issues that the City Council is facing, providing well-researched, succinct information to help guide decision-makers. The ideal candidate will have a drive to dig into policy details, keep abreast of local, State, and Federal news, tackle constituent concerns, and juggle multiple high-profile and behind-the-scenes projects at once with little direction. The ability to work successfully with elected officials, City leadership, residents, and business owners will be key in this role, both in written and oral communication.

Salary: $7,465 - $10,004 monthly.

Education:  Bachelor’s degree from an accredited college or university in public administration, political science, other related field.  Master’s degree in public administration or related field is desirable.
Experience:   Four (4) years’ professional-level management analyst experience within a municipality (preferred) or other public sector agency.
License/Certificates:  A valid California Class C driver license with an acceptable driving record required by time of appointment and throughout employment.
