DEFINITION:
Under general direction, act as the executive manager for the Public Works Department programs and activities including construction and maintenance of streets, right-of-way maintenance, fleet maintenance, contract administration, plan review and air quality activities of the City.

SUPERVISION RECEIVED AND EXERCISED:
Supervision is provided by the City Manager or Assistant City Manager.
 
ESSENTIAL JOB FUNCTIONS:
Essential job functions may include, but are not limited to, the following: (These functions may not be present in all positions in this classification.  When a position is filled, the essential functions will be noted in the announcement of position availability.  Management reserves the right to add, modify, change, or rescind work assignments as needed.)
 
Assume full management responsibility for all Public Works Department functions, program areas and related operations; assist the City Manager or Assistant City Manager in the development and implementation of Departmental policies, goals, objectives, procedures, and priorities; establish, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly; assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes; plan, direct, and coordinate, through subordinate level staff, the Public Works Department's work plan; surveying, permitting systems, grant funding, geographic information systems (GIS);  city yard maintenance; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems; select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures; develop and administer the Department budget; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary to meet the end result; provide staff assistance and support to the City Manager or Assistant City Manager; prepare, review, and present staff reports including those for City Council meetings; prepare and/or review written correspondence on a variety of City programs and projects including current and long-range transportation projects; represent the Public Works Department to other departments, elected officials, and outside agencies; represent the City at staff functions, meetings and work groups; coordinate assigned activities with those of other departments and outside agencies and organizations; explain, justify, and defend department programs, policies, and activities; negotiate and resolve sensitive and controversial issues; participate on a variety of boards, commissions, and committees; interface with regulatory agencies; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of utilities; respond to and resolve difficult and sensitive citizen inquiries and complaints; perform other related duties as assigned.

QUALIFICATION GUIDELINES:
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities, and enable the individual to successfully perform the essential job functions of the position.  A typical combination is:
 
Education and/or Experience:
Graduation from an accredited college or university with a Bachelor's degree in public administration, business administration or a related field, with eight years of increasingly, responsible experience including significant administration and personnel management responsibilities with an emphasis in public works administration.  A Master's degree is highly desirable as well as certification as a Civil Engineer.

Knowledge of:
Principles and practices of public administration, organization and management; personnel administration and budgetary control; basic functions of public works, including but not limited to, traffic control, street maintenance, building maintenance, fleet maintenance, engineering, transportation, construction, and emergency preparedness.
 
Ability to:
Provide support in the strategic planning, organization and administration of a municipal Utilities department;  develop and monitor a departmental budget; prepare comprehensive reports for submission to the City Council, City Manager, Assistant City Manager, public and to other government and private organizations; review and understand construction plans, specifications and engineering drawings; conduct complex analysis recommending appropriate courses of action and decision-making; provide management and support in projects and contracts; function effectively in personnel matters such as employee training, professional development and disciplinary matters; express oneself clearly and concisely, both orally and in writing; establish and maintain effective working relationships with officials, supervisors, fellow employees and the public.

LICENSES AND CERTIFICATES:
Possession of a valid Class C California driver's license and ability to maintain a satisfactory driving record are required.

SELECTION PROCESS:
Please apply online or visit the City's website.  Applications will be screened for qualifications and appropriate background and only the most qualified will be invited to participate in the examination process.  Successful candidates must achieve a minimum passing score in each of the test components.  Applicants will be notified by mail as to the test date, time, and location. The examination process will include an oral interview weighted at 100%.

Candidates will be required to pass a City administered pre-employment physical and may be required to pass a thorough background investigation and polygraph examination as part of the Selection Process.  Candidates who do not pass will be disqualified and removed from the eligibility list.
