The City of Oceanside is accepting applications for current and future vacancies for the position of Economic Development Manager. There is currently one vacancy in the City Manager's Office. This position will report to the City Manager and/or the Assistant City Manager.
 The City of Oceanside uniquely blends extraordinary coastal beauty and rich historical heritage in a dynamic, growing community. Located in northern San Diego County, Oceanside is the County's third largest city, in terms of both land area and population. Assets include 3.5 miles of coastline, a recreational pier, a 1000-slip small craft marina, over 30 parks, community centers, public golf courses, nature centers and other public recreational facilities.  The City is home to the historic Mission San Luis Rey de Francis, founded in 1798.

A variety of arts, cultural activities, sports and community events offer residents and visitors a rich calendar of opportunities. Top industries include biotechnology, advanced manufacturing, food processing, action sports and tourism.  A variety of housing choices, an excellent labor pool and clean air comprise some of the City of Oceanside's strengths and attractions.  
The City spans 42 square miles of northern San Diego County, with a population of over 178,000. The City employs over 1000 full-time, part-time and hourly extra-help employees.  Located just 35 miles north of San Diego and 83 miles south of Los Angeles, Oceanside offers a unique combination of outstanding location, well-priced available land and multiple resources.

The Economic Development Manager is a key member of the City Manager's Office, implementing the City Council's goals pertaining to economic vitality, sustainable growth, quality of life and civic engagement.  Key priorities include job growth with a focus on targeted industries; business expansion, attraction and retention in partnership with business organizations; marketing and promotion of the City, including tourism; facilitating business investment and permitting; furthering the Agritourism Strategic Plan; managing development of El Corazon; and downtown revitalization.  

The ideal candidate will have demonstrated the ability to establish effective working relationships, in a comparable organizational setting, with the citizenry and business community and with developers, brokers, business organizations, and city staff; must have a successful record of working with diverse citizen groups, business owners, and staff in accomplishing economic development projects, and must have direct experience with the regulatory approval process working in a California government agency. Experience with the California Coastal Commission is highly desirable. The successful candidate will possess strong analytical skills and project management skills, effective written and oral communication skills, and strong marketing skills in promoting the City.

The Economic Development Manager assists in budget preparation, review, and administration; assists in staffing meetings and committees; prepares collateral and marketing materials; participates in marketing events; coordinates activities with other departments and agencies; prepares staff reports for Economic Development Commission and the City Council agendas; makes presentations to civic leaders, businesses, community groups, project participants, property owners, commissions, city staff, and other governmental officials; acts as liaison and conducts meetings between City staff, developers and businesses; communicates regulatory requirements; ensures effective monitoring and compliance of contract terms; tracks development projects; may assume supervisory responsibility over office staff.

Qualified applicants must possess a minimum of five (5) years of increasingly responsible professional and administrative/analytical work in the public and/or private sector that demonstrates the ability to successfully perform the duties of an Economic Development Manager AND a Bachelor's degree from an accredited college or university in Planning, Marketing, Public Relations, Economics, Finance, Public or Business Administration, or a related field.
