Educational Incentive: Possible eligibility for an educational incentive of 2.5%, 3.5%, or 5%, based on completion of an Associate's, Bachelor's, or graduate degree.
Bilingual Incentive - Incumbents may also be eligible for bilingual incentive depending upon operational needs and certification skills.

Holidays: 11 paid days per year which includes a scheduled floating holiday.
Annual Leave: Accrues at a rate of 208 hours per year, increasing to 288.08 hours after 5 years of service.
Annual Leave Redemption: The ability to “cash in” or redeem up to 100 hours of Annual Leave per year after using 80 hours of annual leave within the previous 12 months (Management Resolution, § 1205).

The Health Care Agency Safety Officer builds and maintains strong relationships with leadership within the Health Care Agency. Following the general guidance from the County Executive Office - Risk Management Department, the Health Care Agency Safety Officer provides subject matter expertise and consultative guidance to manage, enhance, and coordinate the occupational health and safety programs of all Health Care Agency Departments to prevent injuries to County employees, damage to property, promote public safety, and enforce COVID safety measures. The Safety Officer ensures effective safety measures are developed, implemented, and maintained to maximize efforts to mitigate patient, visitor, staff and organizational risk. The position also supports implementation of best practices through data metrics, observation/rounding, employee education, and engagement. In conjunction with the Director of the Health Care Agency, the Safety Officer assesses and manages workplace health hazard risks by conducting general safety inspection rounds.
 
 The ideal candidate will have at least two (2) years of experience as a safety officer in a health care setting and at least two (2) years of experience as an occupational health and safety professional serving in an advisory role in a governmental or multi-line and/or multi-industrial setting; will possess strong oral, written and analytical abilities; will have experience making presentations for audiences across all levels of employment and management; will possess the proven ability to work independently to manage multiple projects and prioritize customers' competing needs; will be adept at working collaboratively in a team environment; will demonstrate the ability to harness the power of computer technology to promote risk management.
 
PAYROLL TITLE: Staff/Services Manager II/III
 
APPROXIMATE SALARIES:
Staff/Services Manager II:  $3,215.92 - $4,502.73 biweekly
Staff/Services Manager III:  $3,449.78 - $4,830.16 biweekly
 
DEPARTMENT/AGENCY: Health Care Agency - Administration

Staff/Services Manager II/III are Management classifications and are not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB3 level.
 
The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only. There is currently one (1) Regular vacancy.
 
NOTE:  If appointed at the lower level, incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

EXAMPLES OF DUTIES
Duties may include but are not limited to the following:
 

Proposes development and implementation of policies and procedures related to injury and illness prevention programs and hazardous materials handling;
Supports administration of health, safety, and loss prevention programs agency wide;
Prepares required reports and activity/work measurement reports; compiles and analyzes financial and statistical information to improve operations and/or change service delivery methods;
Confers with managers on policy matters and work problems; interprets policies and procedures of the unit/division;
Designs effective work processes and monitors performance outcomes;
Conducts loss trend analysis studies for development of targeted prevention measures and loss prevention program enhancement;
Assists departments in the development, implementation, and presentation of employee training programs;
Conducts and/or advises on accident and incident investigations, which may include assembling and reviewing investigation reports, interviewing witnesses, and developing recommendations for updating loss prevention practices; 
Oversees, promotes, and enhances County-wide loss prevention programs by providing technical assistance and advisory guidance to agencies/departments; 
Conducts health, safety, and loss prevention assessments of departments with the Health Care Agency and publishes reports documenting findings and recommendations for improvement; 
Develops and maintains the role as the agency's primary health and safety subject matter expert and advisory liaison with select regulatory agencies; 
Supports administration of the agency's hazardous materials management program;
Coordinates work of consultants and contractors; 
Analyzes regulations and statutes for potential impact on County operations and prepares advisory guidance recommendations regarding compliance;  
Assists division managers and Risk Manager as required; 
Ensures all Occupational Safety and Health Administration (OSHA) and California Department of Public Health (CDPH) Safety reporting, notifications, and tracing is completed in a timely fashion as required by the law;
Possesses overall authority and responsibility for implementing the provisions of the COVID-19 Prevention Program (CPP) in the workplace. 
Possesses strong ergonomic awareness and capability to perform detailed ergonomic evaluations;
Provides training, a safe and clean environment and personal protective equipment for the risks specific to the employee’s position to prevent the spread of COVID-19; and   
Performs other related duties as required.
TYPICAL QUALIFICATIONS
These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE:
Significant(II) to considerable(III) relevant safety officer or similar experience which has led to the acquisition of the required knowledge, skills and abilities.
 
An example of the required knowledge, skills, and abilities can be demonstrated by: 
 
Completion of a Bachelor's degree in Business, Risk Management, Public Administration, Occupational Safety and Health, or a related field .
AND
Staff/Services Manager II:   Two (2) years of experience as a safety officer in a health care setting. 
Staff/Services Manager III: Three (3) years of experience as a safety officer in a health care setting. 
NECESSARY SPECIAL REQUIREMENTS: 
Must possess and maintain a valid California Class "C" driver license
Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire
OTHER REQUIREMENTS
This position may be subject to State Health Officer Orders regarding vaccine verification and/or testing. These requirements are a condition of employment. Depending on assignment and work location(s), successful candidates for this position will be required to submit proof of vaccination and/or booster against COVID-19 or request an exemption for qualifying medical or religious reasons during the onboarding process.
 
PHYSICAL WORK REQUIREMENTS
Job duties require the ability to alternately work indoors in office environments and outdoors in sometimes physically challenging environments due to potentially adverse seasonal weather conditions.
Job duties may require long periods of alternating sitting, standing, walking, lifting, squatting, climbing, gripping, pushing and/or pulling.
Requires capability to lift up to 50 pounds, sometimes multiple times, during a given work day.
Duties require walking up and down stairs/ladders, across uneven indoor/outdoor surfaces, and a variety of building environments including the roof, basement, and building mechanical systems service areas.
Duties require mechanical aptitude to effectively and safely operate basic health and safety related equipment, instruments, and tools.
KNOWLEDGE, SKILLS and ABILITIES:
Working knowledge of applicable Federal and State statutes, regulations, case law, and industry practices, which may include: California and Federal OSHA regulations; hazardous material storage, handling, and disposal practices; ergonomic assessment practices; and protection of private information.
 
Knowledge of and proficiency in accident investigation.
 
Ability to plan, organize, prioritize, and manage multiple projects simultaneously; assemble and analyze data and prepare and present analytical reports; analyze and interpret applicable laws, regulations, procedures as well as legal, medical, and investigative reports, communicate effectively both orally and in writing.

TRAINING & EXPERIENCE EVALUATION: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. ORAL EXAMINATION - 100%: A job-related oral examination may be conducted to evaluate and compare participating examinees' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
 
NOTE: The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence.  Responses such as "See Resume" or "Refer to Resume" are not acceptable and may disqualify an applicant from further evaluation.  
 
If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.  
 
Applicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
