The Human Resources Director is a critical role with a very high level of visibility and interaction with City Council, department heads, regional government entities, local high profile businesses and the community. Under general direction of the Assistant City Manager, the Human Resources Director oversees, and directs a full Human Resources Service Department. This position also serves as the official representative on diversity, equity, and inclusion to City departments and staff, elected and appointed officials, and the general community. The following tasks are essential for this position;
Develops and recommends employment policies for the City. Keeps the Assistant City Manager advised of trends which may have an impact on the City’s employment function.
Projects the City’s human resource needs and develops plans for meeting them.Directs the development, maintenance, and administration of the City’s total compensation program.
Directs the handling of labor relations such as contract interpretation and processing of grievances. Directs and participates in any contract negotiations.
Directs the recruitment, selection, and employment of all City personnel upon the request of a department head.
Directs the development and maintenance of a classification plan which is related to performance, and administers individual classification changes.
Develops and recommends City personnel objectives, policies, and programs. Fairly and consistently administers the City’s Civil Service Rules including proposing revisions to the Civil Service Commission, and interpreting these rules to management and employees.
Attends meetings and presents to City Council, Civil Service Commission, and the Equity and the Human Relations Advisory Committee.
Supervises, trains, motivates, disciples, and directs the staff of the department to accomplish the departments’ goals. Reviews the performance of subordinates and assures their proficiency.
Plans and implements the City’s self-insured liability and workers’ compensation program.
Manages, administers and oversees various employee benefit programs and employee leave administration.
Manages and leads activities in support of employee interactive processes, light duty, and return to work.
Develops and administers the City’s Affirmative Action Program. Coordinates City compliance with laws governing access to City programs and facilities by people with disabilities.
Serves as a technical advisor and knowledge leader on matters related to racial and social equity to inform policy, practice, programs, and processes within and across departments.
