The City of SIgnal Hill seeks an experienced HR public sector professional with generalist knowledge and abilities to effectively manage, organize, lead, and perform the work involving routine to highly complex assignments. The position is a FLSA exempt, at-will, management level class. The ideal candidate will possess high interpersonal skills and be resourceful, an effective problem-solver, communicator, and leader within the organization. POSITION SUMMARY Under general direction, plans, organizes, oversees, and  coordinates the human resources function that includes employee and labor relations, recruitment and selection, classification and compensation, training and employee development, employee benefits and leaves administration, workplace safety programming, workers' compensation administration, and personnel research; supervises professional, technical, and administrative support staff; provides administrative support to management in the determination and interpretation of human resources policies, procedures, and practices; coordinates assigned activities with other City departments, officials, and outside agencies; provides responsible and professional assistance to the City Manager and Deputy City Manager in areas of expertise; and performs other related duties as assigned. 

Examples of Duties: • Plans, manages, and oversees the daily functions, operations, and activities of the Human Resources Division within the Administration Department, including recruitment and selection, employee benefits administration, job analysis and classification, compensation, employee relations, labor relations including contract negotiations, employee training and development, and general human resources administration, workplace safety, and worker's compensation administration. • Develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for the division, and establishes, within City policy, appropriate budget, service, and staffing levels. • Coordinates employee relations activities, provides effective consultation and guidance to managerial and supervisory staff on employee performance, evaluation, and discipline, including performance improvement plans and the progressive discipline process, and advises on Memoranda of Understanding provisions and requirements. • Provides assistance to management and employees in the interpretation of City and Division policies, procedures, and the grievance process. • Represents the City as a key member of the City's labor negotiations team during meet-and-confer sessions with employee organizations, assists in the development of negotiation strategies and proposals, interprets, and administers the provisions of existing Memoranda of Understanding and may participate in the costing of labor proposals and presentation on the status of labor negotiation to the City Council. • Administers employee benefits program; acts as liaison with benefit carriers to address claims or issues, reviews, and evaluates service delivery and cost effectiveness of benefits plans, makes recommendations for improvements and ensures maximum effective service provision. • Manages, administers, and monitors a broad variety of recruitment, testing, and selection procedures; works with department hiring authority to develop effective and targeted recruitment methods and selection procedures to attract top talent. • Administers classification and compensation plan, performs, or directs the job analysis and classification studies, conducts compensation studies. • Coordinates employee development, training, work evaluation and recognition programs, provides training to City employees involving human resources issues and current topics, conducts specialized training for key personnel on management techniques and policies and procedures. • Plans, develops, and executes City wellness and safety programs and policies to prevent injury and occupational illness. • Works closely with the third-party workers' compensation administrator to process claims and administer the program. • Oversees the development of consultant requests for proposals for professional services and the advertising and bid processes, evaluates proposals, and recommends project award; coordinates with legal counsel to determine City needs and requirements for contractual services; negotiates contracts and agreements and administers same after award. • Conducts a variety of organizational and operational surveys, research, analysis, and investigations, recommends modifications to programs, policies, and procedures as appropriate. • Attends and participates in professional group meetings, stays abreast of new trends and innovations in the field of human resources and other services as they relate to the area of assignment. • Serves as Secretary to the Civil Service Commission and Chair to the City's Safety Committee. • Prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects as assigned, makes professional presentations as required. • Performs records maintenance, retention, and destruction of Division files. • Responds to difficult and sensitive inquiries and complaints and assists with resolutions and alternative recommendations. . QUALIFICATIONS  Education: Bachelor's degree in Human Resources Management, Public Administration, Business Administration, or a related field is required. Experience: Five (5) years of full-time progressively responsible public sector human resources management generalist experience that includes at least two (2) full-time years of direct supervisory experience with significant responsibility for employee relations, labor relations including labor negotiations, recruitment and selection, classification and compensation, benefits administration, employee training and development, OSHA compliance, and review and development of personnel related policies and procedures. Desirable Qualifications: Experience serving as a key member of a public agency's labor negotiations team, strong working knowledge of the Public Employees' Retirement System, including disability retirement, and workers' compensation administration.
