COMPENSATION: $11,451.00 - $15,020.00 Monthly. 

The Los Angeles County Employees Retirement Association (LACERA) administers and manages the $75+ billion retirement fund for the County of Los Angeles. We provide retirement, disability, and death benefits to eligible County Employees and their Beneficiaries, and collect, deposit, invest, and manage retirement funds collected from the County, Outside Districts, and County Employees.  LACERA is one of the largest county retirement associations in the United States with over 184,000 Members. ABOUT THE POSITION
LACERA is seeking two Information Technology Specialist I — IT Project Managers (Enterprise) to oversee technology projects end-to-end and ensure project alignment with overarching organizational goals. These roles offer an exciting opportunity to drive automation of manual processes, streamline systems, and enhance efficiency for LACERA. Ideal candidates will have a robust background in information technology, the ability to mentor and lead project teams, and experience managing complex projects for 200+ end users. These roles transcend conventional project management, requiring a highly nuanced understanding of the technology and tools that form the backbone of the organization. Specialization in scrum or agile methodologies, coupled with a proven track record in successfully managing large-scale technology projects, is essential. These IT Project Managers will demonstrate versatile skill sets encompassing technical proficiency, strategic planning, and effective communication – ensuring that each division’s unique needs are met.

Both positions will report to the PMO IT Manager II, and will serve as bridges between the organization’s departments, divisions, the Executive Office, and outside vendors on the projects they manage. The IT Project Managers will use their comprehensive understanding of enterprise technology to find innovative solutions to bridge operational gaps and meet the diverse needs of different divisions. They will communicate up and down the organization, providing project recommendations to division partners, executive leadership, and occasionally the Board of Directors. They will also be experienced change managers, ensuring new technologies and tools are implemented smoothly.
 
The Ideal Candidates:
The motivated, professional, and strategic ideal candidates for these roles will have extensive backgrounds in information technology, and foundational knowledge of project management methodologies such as scrum and agile. Beyond expertise in project management methodologies, these roles will require exceptional leadership, communication, and conflict resolution skills, as they will serve as cross-functional team leads on the projects to which they are assigned. The ability to articulate complex technical concepts with ease is essential, as are active listening and the ability to negotiate buy-in from others and facilitate decision-making. They will be flexible and adaptable to changing priorities and circumstances, active problem solvers, and quick to learn new technologies.

Vacancy Information: The current vacancy is in the Systems Division; however, the resulting eligible register for this examination can be used to fill other vacancies in LACERA, as they occur.

Work Schedule:  This full-time position is required to work a 5/40 schedule (e.g. an eight (8) hour day, Monday through Friday), with occasional nights and weekends in emergent situations. LACERA offers a hybrid work environment, and this position may be eligible to telework up to three (3) days per week.  
 
This position is an exempt position as defined by the Fair Labor Standards Act and not eligible for overtime.

REQUIREMENTS

SELECTION REQUIREMENT (Specialty)
Two (2) years of experience, within the last three (3) years, at the level of Data Systems Coordinator, LACERA*, or Data Systems Supervisor I, LACERA*, as a project manager responsible for the acquisition or development and/or implementation of large business computer systems. 

Such experience must include management of enterprise application specification and design, data base design, and applications programming or management of application specification, system selection and acquisition, systems implementation, systems and acceptance testing, user training, customer relations, future phase planning, project administration, review and evaluation of work products and resolution of technical data processing problems arising in connection with such project management.  

 Special Requirement Information:
**Experience at the level of Data Systems Coordinator, LACERA, must include acting as coordinator and participates in the work involved in an information and work processing systems program or a complex systems project, or reviews and evaluates the design and utilization of a variety of systems.  This is the lead level.
***Experience at the level of Data Systems Supervisor I, LACERA, must include acting as supervisor to a small staff of analysts engaged in the analysis, design, and implementation of manual and electronic information and work processing systems, or coordinates the systems program. 

LICENSE: 
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
 
PHYSICAL CLASS II– Light: Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

ADDITIONAL INFORMATION

DESIRABLE QUALIFICATIONS

 

EDUCATION:

  • Degree(s): A bachelor’s or master’s degree from an accredited college or university with major study in information technology, computer science, cyber security administration, or a related field.

DESIRED CERTIFICATIONS:

  • Project Management: Project Management Professional (PMP) from the Project Management Institute
  • Certified ScrumMaster (CSM) or Certified Scrum Professional (CSP) from ScrumAlliance or Scrum.org

PROGRAMS, TOOLS, METHODOLOGIES & CONCEPTS

  • Project Management Methodologies: Scrum, Agile, Waterfall
  • Essential Technologies and Concepts: Prior work experience in data digitization and integration, information security, web services, Extract Transform Load (ETL), SQL databases (such as Oracle or SQL Server), cloud infrastructure (such as Azure or Amazon Web Services [AWS]), knowledge management systems (such as SharePoint), middle-tier application development, hosted solutions, network architecture, disaster recovery, business continuity, governance, risk and compliance
  • Key Skills: customer service, conflict resolution, vendor management, change management, resource planning and allocation

EXAMINATION CONTENT: This selection process will consist of:

Part I: A qualifying evaluation of application information and the desirable qualifications.

Part II: An Appraisal (Oral) Interview weighted 100%

The appraisal (oral) interview will assess the applicant's knowledge, experience, and general ability to perform the essential functions of the position.
