Management Analyst - Water Use Efficiency

The City of Oceanside is accepting applications for  the position of Management Analyst. There is currently one vacancy in the Water Use Efficiency program within the Water Utilities Department. 

This position will oversee water use efficiency objectives and programs for the City.  This includes supervising employees reporting to this position, including but not limited to selection, counseling, and training, review of performance, and recommendation of salary adjustments, promotions, and disciplinary action.  Supervise the training of new water efficiency staff on conservation practices and programs, customer satisfaction, use of computer systems.  Ensure high performance and a customer-oriented approach that supports achieving water efficiency goals and objectives.  Actively work with individual customers and groups of customers to educate, gain greater efficiency and promote and implement new water conservation programs and strategies. Prepare agreements for a variety of water efficiency programs.   Prepare grant applications for conservation programs that will enhance the City's water efficiency objectives.  Oversee, monitor and provide reporting for any grant-funded projects. Attend meetings and functions outside the normal workday.  Participate in tours and workshops on weekends and evenings as necessary.   Work includes planning, organizing, supervising, reviewing, and evaluating the work of assigned staff, developing and implementing water conservation policy, and monitoring achievement of conservation programs.  Attend local, regional, state and national water efficiency conferences and meetings to maximize outreach effectiveness and share new findings.  Represent the City at professional or industry group meetings and generally remain current on new developments in the field of water conservation. Address more difficult customer relations situations involving upset customers, requiring a high degree of sensitivity and use of sound, independent judgment.  Resolve complaints where appropriate.  Oversee and perform the more difficult work associated with customer billing issues.  Review account information and coordinate with customer service to resolve escalated disputes. Performance of the work requires the use of considerable independence, initiative, and discretion within broad guidelines.  Provides support to other departments.  Uses a personal computer to enter, maintain, and analyze water use data, and prepare reports and correspondence; and performs related duties, as assigned. 

Experience and Training
Experience: Three years of progressively responsible administrative, budgetary or analytical experience. Experience in administering programs in a governmental jurisdiction is highly desirable.
Training: A Bachelor's degree from an accredited college or university in public administration, economics, business administration or a related field.  A Master's degree is highly desirable. 
License:  Possession of, or ability to obtain, an appropriate, valid driver's license.
