The City of Redding Personnel Department proudly serves over 1,000 employees. The ideal candidate for this position will be a strong leader who is enthusiastic about mentoring and developing staff, fostering team work, building relationships, and using innovation to assist the Personnel Department's growth as a responsive and proactive human resources service provider.
Under administrative direction, this position plans, organizes, and oversees the day-today functions of the Personnel Department including recruitment and selection, employee training and development, employee benefits, group insurance programs, labor relations, classification and compensation, payroll, Volunteer program and Workers' Compensation program.
EXAMPLES OF DUTIES:
Administer and enforce City personnel rules, regulations, and policies; plan and administer City employment activities, including classification and examination development and administration; organize and maintain classification and compensation systems, including pay for performance; prepare and conduct salary surveys and studies; prepare background materials for labor negotiations; consult with department directors on disciplinary issues and personnel related problems; coordinate and develop City-wide employee training programs. Recommend training programs; participate as a bargaining team member during labor negotiations; review and negotiate, with the assistance of outside consultation, the City's employee insurance benefit programs; conduct survey and analysis of personnel data and summarizes management reports; perform related duties as assigned.
Principles and practices of public personnel administration; principles of organization and management; principles and methods of recruitment, classification, compensation and training; employment law and labor relations; public administration and general municipal government operations; budget development and administration; effective supervisory techniques; and employee insurance benefit programs.
Interact effectively with the public and employees. Communicate effectively orally and in writing; plan and administer the activities of the personnel function; make effective presentations to the City Council and the public; enforce City policies and procedures, as well as the provisions of various Memoranda of Understanding; effectively administer and monitor group insurance programs; direct the work of subordinate personnel; and maintain effective working relationships with other directors and departments.
Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying; typical education would include a Bachelor's degree from an accredited college, or university, or equivalent in business, or public administration with emphasis on personnel management, or equivalent.
Typical experience would include seven years of progressive relevant experience in personnel administration, including two years supervisory experience.
