Responsibilities include overseeing, managing, supervising, and participating in the day-to-day functions of the Police Department Front Office and Records and Property Sections. The position is also responsible for the development, implementation, and monitoring of the Department’s annual budget, and develops, coordinates, and manages a variety of special projects in support of the Chief and Command Staff.

  • Performs a variety of technical and clerical law enforcement support duties related to collecting, recording, maintaining and processing.
  • Responds in person and by telephone, to inquires, requests and complaints from citizens, City departments, and other law enforcement agencies, often of a sensitive and/or confidential nature.
  • Processes payments and arranges payment plans for fines, citations, and services; maintains and balances cash drawer, including recording monies received and processing parking citations.
  • Obtains and processes fingerprints; prepares monthly invoices for  fingerprinting accounts.
  • Receives and logs found property turned in at the counter, and attempts to contact owner; facilitates return of safekeeping property; issues bicycle licenses and solicitors permits. 
  • Enters a wide variety of information into computer databases.
  • Processes and prepares department mail, faxes and District Attorney run returns.
  • Files various licenses, reports, and notices; maintains department address list and computer contact list;
  • Maintains department office supply inventory and orders as necessary.
  • Ensures availability and updates forms used for department operations.
Any combination of experience and training that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

A Bachelors degree in finance, accounting, business administration, or a related field; at least four (4) years of increasingly responsible experience in governmental administrative or fiscal activities, preferably in a law enforcement setting; and at least one (1) year of supervisory experience.



CalPERS Program:
•          2% @ 55 for “CLASSIC” members. Currently, employees pay 10% (7% member rate and 3% of employer rate).
•          2% @ 62 for “NEW” members. Currently, employees pay 9.75% (6.75% member rate [subject to actuary change annually] and 3% of employer rate).
For vacancies filled by a current City of Arcata employee who is already a CalPERS member, the employee will remain at his/her current CalPERS formula. For existing employees who are 2.7% @ 55 members: currently employees pay 11% (8% member rate and 3% of employer rate).

The City currently pays the majority of the premium for employee and family for medical, dental, and vision. The current monthly employee contribution for employee + 2 or more for medical is $423.02 for the Anthem Blue Cross EPO 250 Plan OR $284.00 for the Anthem Blue Cross EPO 500 Plan; Contributions are lower for employee only and employee +1.  The employee/dependent contribution is fully paid by the City for dental (Delta); and vision (VSP) coverage. City offers $300/mo. health insurance opt out option. Enrollment in medical benefits includes Cal-Ore Life Flight membership.  Note: There are specific requirements for continuing these medical coverages as a retiree. 

Accrues at 8 hours per month upon employment and increases with time in service. Cash-out options available.

Sick Leave
Accrues at 8 hours per month with no limit.  6 days of Family Illness Leave are also allowed per year and are deducted from employee's accrued Sick Leave.  This is not accruable.

Bereavement Leave
An employee may be granted up to 5 days per year bereavement leave with pay. This is not accruable.

The City pays for 12 fixed holidays per year, in addition to 32 hours floating holidays for which cash-out options are available.

Life Insurance
The City pays the premium on a $50,000 term life insurance policy for eligible employees.

Management Leave
Up to 14 days (dependent on position) management leave per fiscal year in lieu of overtime pay or compensating time-off. Cash-out options available.

Longevity Pay
Employee receives 3% of base pay after 10 years; 6% after 15 years; and 6.5% of base pay after 20 years.

Deferred Compensation
Two 457 Deferred Compensation plans available, with City contributions upon employment (1.5% of salary) and increases with time in service.
