The City of Foster City is recruiting for the full time position of Senior Civil Engineer.  The ideal candidate will be a licensed Civil Engineer in the State of California with a proven track record of successfully overseeing capital improvement projects and public works operations with excellent project management skills and extensive experience handling complex projects.  Foster City offers a work environment that encourages collaboration and creativity.  Come join the Foster City team and work in a City that has exercised outstanding fiscal stewardship over the past 30 years. 

IMPORTANT AND ESSENTIAL DUTIES:
*Performs Capital Improvement Program (CIP) planning activities and project management; provides oversight and input into conceptual designs of engineering projects, investigates and resolves problems with scope of work or cost issues of major facility upgrade and replacement projects, ensures that projects are completed on time and within budget.

*Performs a variety of professional and technical level traffic and transportation engineering tasks including traffic system planning, design and operation, traffic control systems, development review, and citywide traffic safety programs.

*Works on the design of engineering plans and specifications for the construction of streets, street lighting, traffic signals, parks and recreation facilities, storm, sanitary sewer and water systems, parking facilities, building facilities, and other structures.

*Manages preliminary design studies to determine the most economical and satisfactory type of installation.

*Collaborates with Engineering Manager preparing forecasts and develops and monitors division and capital improvement project budgets.

*Identifies potential funding alternatives and recommends program planning criteria and priorities for inclusion in the budget planning process.

*Oversight of professional and technical support staff.

*Coordinates projects with other departmental sections or teams, consultants, developers and property owners;

*Meets with City, County, State and other officials to resolve problems.

*Prepares grant applications, engineering reports and recommendations.

*Performs inspection and facilitates problem resolution of construction projects.

*Prepares plans and specifications and authorizes payment for services rendered.

*Responds to and resolves various issues with residents, other department representatives, and outside agencies in a professional manner; prepare written recommendations, correspondence, and reports on assigned projects.

*Participate in the selection of professional and technical staff; recommend and assist in the implementation of goals and objectives.

EDUCATION AND TRAINING GUIDELINES:
Any combination of education and experience that would likely provide the required knowledge and abilities.  A typical way would be:
Education: Bachelor’s degree in Civil Engineering or a closely related field from a recognized college or university.
Experience: Six years in professional civil engineering work involving engineering design, plan checking and project management. 

LICENSES, CERTIFICATES AND REGISTRATION:
License: Possession of a valid Class C California Driver’s License. 
Registration: Valid registration in the State of California as a Professional Engineer in Civil Engineering.
