The City of Pasadena is seeking a Senior Human Resources Analyst to perform a wide range of duties in the Human Resources Department. The current vacancy is in the Employment Services Division. The Human Resources Department is home to 33 employees who partner with all 16 City departments and provide a full range of high-quality personnel services to over 2,000 employees. Human Resources includes the divisions of Employee Relations, Employment Services & Training, Labor Relations, Benefits, Workers' Compensation & Safety, and Administration. We are located in the historic Pasadena City Hall, in a unique community nationally recognized for employment, tourism, education, living, arts & entertainment, and innovation.

Appointment may be made at the Senior HR Analyst or HR Analyst level depending upon qualifications. This recruitment will establish an eligible list that may be used to fill additional vacancies throughout the department including Employee Relations, Benefits, and Labor Relations, for up to a year. What you will typically be responsible for as an analyst in Employment Services:
- Providing professional consultation to customers on a variety of staffing and policy issues
Presenting creative solutions to customer challenges
Recruitment and Selection - planning, administering, and managing all recruitment and selection activities for your assigned departments, including testing
Interpreting and advising on personnel rules, MOUs and state and federal labor law relevant to your role
Supervising an HR Specialist who provides paraprofessional support to the division
Conducting employee exit interviews
Working in NeoGov and HRIS every day
Managing special assignments, attending trainings to stay up to date in the field, recommending improvements and taking action to contribute to results
Training employees on topics related to your role
What you may be responsible for if assigned to other divisions of HR:
Providing professional consultation on a variety of issues related to the division
Conducting investigations into complaints of misconduct, discrimination and harassment; writing complex reports of findings
Recommending and drafting discipline
Researching and responding to grievances
Meeting and conferring with labor groups
Managing the Interactive Process and request for reasonable accommodations
Administrative work such as drafting agenda reports, managing purchasing processes, monitoring the department budget
Contributing to or coordinating the Citywide Training Program
Supporting a variety of HR automation projects
Supporting the administration of various Leaves of Absence and administration of the Affordable Care Act
Conducting a wide array of benefit enrollment and billing audits
Conducting research and analyzing statistical and other data

What might challenge you in this role:
High expectations from customers and stakeholders including a demanding workload and fast pace. Customer contact is frequent and HR staff must be accessible and highly responsive through various channels including email, phone and Teams chat.
Getting to "yes" while still following policy and being comfortable working in shades of grey. This is a professional role that does not have a "how to" guide for every situation. Ability to use common sense and make sound recommendations based on best practices is key.

Working extensively with our HRIS, Tyler Munis. In Employment Services, you will be tasked with adhering to payroll deadlines each pay period to review and approve an abundance of Personnel Actions. This work is critically important and requires persistence, attention to detail and understanding of system functionality, as well as policies related to special pays for 9 unions and 3 unrepresented groups.

EDUCATION AND EXPERIENCE
BS/BA in Human Resources Management, Public Administration, Political Science, Business Administration or related field
At least four years of progressively responsible experience performing professional human resources duties
Master's degree in Human Resources Management, Public Administration or a related field is desirable.
The tentative examination process consists of: An education, training and experience evaluation; a written test of analytical skills; a performance exercise; an interview; and an online job suitability assessment.
