Valley Water is seeking a Software Services Manager to lead the Software Services Unit responsible for all enterprise applications. This is a unique opportunity to be involved in a transformative process as Valley Water modernizes from legacy and on-premise applications to cloud-native applications to support nearly all operations.  This position oversees three direct and a total of 16 staff and has input to the division budget. Ideal candidates will have experience working with and migrating to various cloud-native applications including Infor ERP (or similar), Hyland Onbase, Salesforce CRM, and other public sector-centric applications.  Additional experience supporting/managing legacy applications such as ESRI ArcGIS, IBM Maximo Asset Management, Web Design and Publishing (Drupal), Intranet (Drupal), Oracle and MySQL Databases, Application Developers, and other legacy applications is preferred. In addition to a strong technical background, this leader will have great communication, collaboration, and relationship and team-building skills to form partnerships across the organization’s divisions. Ideal candidates will also be customer-service focused and recognize the importance and value the need to inform, educate, and train others on programs, software, and upgrades. This person will lead the team that will empower other departments within Valley Water to become more independent and autonomous to provide direct support to their department teams. The Software Services Manager also participates in leading program and systems modernization and technological change management across the organization. Other primary responsibilities include database administration; streamlining processes; interfacing between the client and technical staff to effectively communicate needs; developing project specifications; and project management. THE JOB
The Software Services Manager oversees 16 staff responsible for all enterprise cloud applications and legacy applications and is a unique opportunity to join Valley Water to modernize legacy applications and on-premises systems to Cloud, SAAS, IAAS, and other technologies. This Manager will be heavily customer-facing and assist Valley Water’s internal customers with software selection, IT migration, monitoring systems, database administration, streamlining processes, and the interface between the client and technical staff to identify application requirements, develop project specifications, and communicate needs. The ideal candidate will be an empowering and supportive leader of others and an effective project and organizational manager. They will understand the importance of building relationships and creating partnerships with vendors, consultants, and Valley Water’s staff, executive management, and elected officials. This Manager will identify IT issues and opportunities, formulate and evaluate technology strategies, and understand industry standard information, technology principles, and practices. Having a background in systems analysis, database administration, software evaluation, and cybersecurity is highly desirable for this role.

THE IDEAL CANDIDATE
The successful candidate will have excellent analytical, reasoning, and research skills, using their best judgment to implement and enhance new IT processes and systems. They will have strong written and verbal communication skills, along with the ability to collaborate and build relationships with others. Problem-solving and critical-thinking skills are essential for this role, as is a customer-service-oriented mindset to regularly engage with team members, other departments, and outside agencies. The ideal candidate will guide and mentor their team and lead that team to empower other departments within Valley Water to become more independent in providing direct support to their own departments. The ideal candidate will manage competing demands, such as building workable support models while empowering other departments to build on these systems. Someone who can adapt to complex and challenging software environments while encouraging their team to do the same will be successful in this role.

EMPLOYMENT STANDARDS – BACKGROUND & EDUCATION:
The following combination represents the minimum training and experience requirements for this classification:
  • Education: Equivalent to graduation from an accredited four-year college or university with major coursework in management information systems, computer science, business or public administration, or a related field.
  • Experience: Five (5) years of experience in analysis, design, implementation, and maintenance of information systems and technology, including two (2) years of direct supervisory experience.

Highly desired:
  • PMP (Project Management Professional) & ITIL (Information Technology Infrastructure Library) Certifications
  • Possession of, or ability to obtain, an appropriate, valid California driver's license. Individuals who do not meet the driver's license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.

Salary and Benefits:
Annual salary of $158,787 - $202,800 DOQ/DOE and an attractive benefits package.
