The Administrative Services Department provides essential internal services to all City departments, striving to create a safe, equitable, and connected workplace, where data and technology is leveraged to enhance City operations in service to the community. Specifically, the department oversees human resources, risk management, performance management, and information services.
Human Resources provides exceptional internal and external customer service in support of the City's belief that our people are our most important asset, fostering a community based on teamwork, collaboration, and shared success. Human Resources supports 11 City departments and 1,500 full and part-time employees from recruitment to retirement. Human Resources oversees a variety of operational functions, including employee selection, employee relations, health and retirement benefits administration, disability leave and return-to-work management, and classification and compensation. Human Resources works with the City Manager's Office to build and maintain strong labor relations with our nine employee unions.
The Position
The City of Huntington Beach is seeking an experienced employee relations analyst to provide professional support to Human Resources by coordinating with liaison departments on a wide variety of employee relations issues. This analyst will perform a variety of tasks within a centralized HR system related to employee relations, including: conduct workplace investigations and write fact-finding reports, make recommendations for corrective actions and draft disciplinary notices; assist in facilitating the grievance process, identify and implement conflict resolution techniques, provide recommendations to management to address performance management issues, draft and implement policies related to employee relations that comply with applicable State, Federal and local laws and mandates. This analyst will also assist with various other human resources functions as needed.
Salary range is $88,695 - $118,859 annually, including a comprehensive benefits package.
Minimum Qualifications:
Education: A Bachelor’s degree in human resources, labor and industrial relations, psychology, business or public administration or other related field.
Experience: A minimum of three (3) years of professional experience in recruitment, testing and examination under a merit system; classification and compensation and/or general personnel administration (for the current assignment, employee relations experience is strongly preferred).
License/Certification: Possession of a valid Class C California driver license and an acceptable driving record are required by time of appointment and throughout course of employment.
